POSITION: Human Resources Generalist
DEPARTMENT: Human Resources
WORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-F
STATUS: Full-time
FLSA STATUS: Non-exempt
Hourly Rate: $39.6068 per hou

Incumbent serves as Human Resources Generalist, responsible for administering broad and comprehensive human resource functions of the Human Resource Department, including, administering personnel policies, coordinating recruitment activity, and local, state and federal reporting.
DUTIES:
Oversees hiring and recruitment process for various County positions, including interviewing and evaluating candidates, creating and posting recruitment advertisements, conducting pre-employment testing, researching applicant background information and maintaining open and closed application files.
Assists Benefits Specialists in conducting orientation for new personnel, providing benefits literature, explaining benefit plans, explaining personnel policies and procedures. Conducts exit interviews for terminated personnel, providing benefits information, ensuring the return of County property, and documenting suggestions and complaints.
Provides assistance to elected officials, department heads and employees by providing information and/or explanation of personnel policies, procedures, and regulations, including but not limited to the Fair Labor Standards Act (FLSA), Equal Employment Opportunity Commission (EEOC) regulations, the Americans with Disability Act (ADA), the Health Insurance Portability and Accountability Act (HIPAA), the Uniformed Services Employment and Reemployment Rights Act (USERRA) and the Family and Medical Leave Act (FMLA).
Assists elected officials, department heads, and employees in preparing, distributing, and interpreting information from the Hamilton County Employee Handbook, including but not limited to salary administration, employee benefit plans, working conditions, personal conduct, and problem resolution.
Maintains and updates the HRIS, ensuring data integrity and accuracy. Assists in the review and analyzes updates and user requests to HRIS and coordinates with ISS for the implementation and testing of new modifications or enhancements.
Collaborates with ISS to configure and customize the HRIS to meet organizational needs and improve user experience. Ensures accurate and timely entry of employee data and HR transactions. Develops and generates standard and ad-hoc reports for HR and management.
Analyzes HR data and metrics to provide insights for decision-making. Provides support to HR staff and other County employees in the use of the HRIS.
Conducts training sessions and creates user documentation to enhance system proficiency.
Identifies opportunities to streamline HR processes and collaborates with ISS to develop and implement new workflows and system functionalities. Stays updated on the latest HRIS trends and best practices to suggest system enhancements.
Implements and maintains security protocols to protect sensitive employee information as directed by HR management.
Responsible for management of Family and Medical Leave Act (FMLA) and ADA claims within the vendor portal and disseminates appropriate data to management of employees on leave. Assists employees and supervisors in providing documents and instructions relevant to filing FMLA and ADA. Responsible for auditing leave time reported against the County timekeeping records in order to provide internal controls and confirm accurate records.
Assists with filing EEO-4 and EEOP reports, maintaining required records, and ensures reports conform to EEO regulations. Prepares various reports and correspondence as requested, including researching and compiling data, and preparing spreadsheets.
Maintains and updates applicant and employee document files and ensures confidentiality of personnel records according to federal and state requirements and County policies.
Performs related duties as assigned.
I. JOB REQUIREMENTS:
Bachelor's degree in Human Resources or closely related field, with one (1) to three (3) years of progressively responsible experience or equivalent combination of education and experience.
Thorough knowledge of Hamilton County Employee Handbook, personnel policies, and benefit plans, and ability to assist County supervisors and employees with policy administration.
Working knowledge of applicable employment laws and regulations, including the FLSA, EEOC, ADA, HIPAA, USERRA and FMLA, and ability to apply such knowledge to a variety of interrelated tasks.
Working knowledge of and ability to provide strong aptitude and proficiency in HRIS and excellent data management and analytical skills.
Working knowledge of standard English grammar, spelling and punctuation, and ability to prepares correspondence and reports.
Ability to effectively communicate orally and in writing with co-workers, other County departments, County Attorney, consultants, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to take dictation, type with speed and accuracy, and properly operate standard office equipment, including computer, printer, telephone, fax machine, calculator, postage meter, and copier.
Ability to work on several tasks at the same time, often under time pressure, and complete assignments effectively amidst frequent distractions and interruptions, work with others in a team environment, and maintain appropriate, respectful interrelationships with co-workers.
Ability to understand and follow written and oral instructions/directions, and appropriately respond to constructive criticism.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
Shall comply with all employer and Department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.
Ability to occasionally work extended hours.
II. DIFFICULTY OF WORK:
Incumbent applies specialized knowledge of personnel administration to the overall operation of County departments. Duties are performed according to standard policies and procedures and standard practices of the profession. Independent judgment is required in developing and implementing policies and procedures and interpreting and applying requirements to individual cases.
III. RESPONSIBILITY:
Incumbent is responsible for assisting elected officials and department heads in administering personnel policies and procedures and in ensuring compliance with state and federal regulations and guidelines. Unusual problems are discussed with the supervisor. Work product has a significant impact on departmental operations, and quality of work is periodically assessed on the basis of soundness of judgment, adherence to guidelines, and conformity with departmental policies and practices.
IV. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains communication with co-workers, other County departments, County Attorney, consultants, and the public for the purpose of exchanging information, interpreting policies, and rendering service.
Incumbent reports directly to the Human Resource Director.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment involving sitting for long periods, sitting/walking at will, lifting/carrying objects weighing up to 25 pounds, close/far vision, keyboarding, hearing communication, color and depth perception, handling/grasping/fingering objects, and speaking clearly.
Incumbent is occasionally required to work extended hours.
