Job Description
The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and over 11,000 employees who manage and maintain 311 developments that house about 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to about 200,000 additional people.
NYCHA’s Office of the EVP for Property Management Operations, which will report directly to the COO, is in charge of performing the operational side of all boroughs’ property management operations.
Under general supervision, the Contract Specialist will perform complex vendor contract management, contract operations, coordinating with procurement, etc. Responsibilities include, but are not limited to, the following:
- Manage various contract operations, develop periodic reports on current contract usage, and coordinate with Neighborhood Construction Managers (NCM) regarding their schedules. Update
them periodically to the Office of the EVP for PMO.
- Work with Borough offices for contract capacity increases and act as a liaison between the EVP office, Borough, and Procurement for follow-ups.
- Conduct periodic site visits to developments to meet NCMs. Identify field/development issues related to ongoing micro-purchases and other contractor works and report them to the EVP office.
- Collaborate with Borough offices for new/replacement contracts and liaise between Borough and Procurement for follow-ups.
- Develop/assist with new or replacement contract documents such as the Scope of Work, Cost Estimate, and FOP.
- Follow up with procurement about new/replacement contracts and CCI and report back to the EVP office.
- Serve as a liaison between NCMs and the EVP office for vendor contract compliance and the performance of several vendors by reviewing standard reporting documents and submissions.
- Analyze all documents submitted for review, including agency audit reports.
- Report on vendors’ performance through regular conferences with supervisory staff and by completing standard quality assurance forms.
- Act as the primary liaison between the Office of EVP for PMO, Developments, and vendors assigned to them.
- Review final reports and payments submitted by vendors to ensure conformity to federal, state, and city mandates and contract requirements.
- Provide technical assistance and guidance to NCMs when submitting reports.
- Prepare summary analyses and recommendations for supervisory staff.
- Monitor compliance program operations to ensure regulatory and contract compliance.
- Review statistical and other technical data submitted by vendors/NCMs.
- Assist vendors in implementing more efficient/effective approaches to program performance.
- Recommend additional funding or defunding existing programs/contracts as necessary.
- Prepare weekly summary reports.
- Provide consultative capacity to Borough Contract Administrator and NCMs.
- Collaborate with PMO - QA Support Specialists to identify areas for improvement.

Qualifications
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council of Higher Education Accreditation (CHEA), and six months of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
2. A four year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and four years of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
3. Education and or experience equivalent to “1" or “2" above.
