Your Role:
Working closely with ISF’s Head of Development and Communications and in collaboration with the entire department, the Fundraising Officer (FO) will play a key role in identifying and cultivating diverse fundraising opportunities, including individual donors, corporate partners, and private foundations. While contributing to the overall fundraising strategy, the FO will primarily focus on creating and maintaining strong donor and partner relationships, overseeing donor communications, and supporting the application and reporting processes.
Accountability and Relationship:
- Reports directly to the Head of Development and Communications (HDC)
- The FO is part of a small team of international and local staff.
Working hours: Monday to Friday, 7 hours a day plus ad hoc events as required.
Working place: ISF Head Office – Phnom Penh + remote working available

Duties
Proposals:
- Write compelling and persuasive proposals to secure funding from various donors, ensuring they are tailored to each donor’s guidelines and priorities.
- Ensure that proposals are submitted within deadlines and adhere to the guidelines and requirements of each donor.
- Collaborate with program staff to gather necessary information and data for grant applications.
Donor Relationship Management:
- Manage relationships with a portfolio of small/medium-level donors, including individuals, trusts, corporate partners, and foundations.
- Cultivate and steward relationships with existing donors to maintain engagement and secure ongoing support.
- Collaborate with the team to maintain ISF’s donor database, ensuring accurate and up-to-date donor information, interactions, and contributions.
Funding Opportunities:
- Research and identify potential funding opportunities from a wide range of sources, including individual donors, private foundations, corporate partners, and other relevant entities.
- Stay up-to-date with fundraising trends, donor priorities, and relevant funding criteria.
Other duties:
- Collaborate with the department in optimizing donor relationship management systems (Salesforce).
- Contribute to the writing of donor progress and annual reports, as needed.
- Assist in planning and executing ISF online campaigns and events to raise funds and increase donor engagement.
- Collaborate with the Communications team to create compelling content for online campaigns and events targeted at diverse audiences.
- Support the HDC in preparing official documents, donor agreements, and other related materials.
Requirements
Essential
- Minimum 2 years of experience in fundraising, proposal writing and reporting, donors’ communication
- Advanced English written and verbal communication skills
- Good design skills – Canva, Google slides
- Be self-motivated, solution-focused, outgoing, friendly and persuasive; comfortable meeting new people and be able to impress and motivate ISF’s current and potential donors and partners
- Strong analytical skills and attention to detail
- Excellent communication, organizational and time management skills
Desirable
- CRM (Salesforce) experience
- Experience in monitoring and evaluating donor-funded projects
- Financial management skills (budgeting, analysis and reporting)
- Experience of working in Cambodia
- Formal qualification or training in Fundraising, Marketing, Communication or related field
