Project Overview: Bechtel Equipment Operations, Inc. (BEO), a wholly owned Bechtel affiliate company, functions as the construction equipment asset manager of Bechtel Group and is actively engaged in projects across all of Bechtel's business lines. In support of its involvement, BEO uses sophisticated estimating and scheduling systems to assist projects in developing bid proposals, equipment lease versus purchase analysis, tool and consumable utilization forecasts, scaffold estimating and supply, and overall construction fleet utilization plans. Headquartered in Sugar Land, Texas, BEO also manages several permanent global equipment storage and support facilities. #LI-CS1 Job Summary: In this role, you will perform tasks involved in the formation and administration of purchase orders. You will prepare bidders’ lists, qualify bidders, form bid packages, issue bid requests, participate in negotiations, recommend commitments, secure approvals, communicate with suppliers and monitor supplier performance. Your efforts are to ensure potential and current suppliers comply with purchase order requirements and provide the required service and results to meet project needs Major Responsibilities: • Collect data from multiple source systems including, but not limited to; Excel, Email, PowerBI, Oracle ERP System. • Cleanse and enrich data for market watch and analysis. • Classify and standardize data taxonomy across multiple projects, regions, and General Business Units (GBUs). • Interpret patterns and trends using advanced digital tools (data modeling, data mining). • Utilize tools like Excel (including Macros and Power Query) and data visualization tools (e.g., PowerBI). • Schedule meetings with buyers and project to gather data from stakeholders. • Analyze existing data analysis processes and procedures to identify areas for enhancement. • Collaborate with direct manager to implement changes and improvements. • Develop technical automations for continuous improvement. • Create presentations to communicate findings and recommendations. • Train stakeholders on new processes and procedures. • Stay up to date on industry trends related to efficiency and process improvement. • Supports Project Proposals as needed: complete market baskets, refreshing quotes for the Equipment Scheduling System, participating and/or leading with project BD teams and/or strategic vendors. • Develop an understanding of other commercial and technical data prepared by Operations, Construction, Finance, Traffic & Logistics, Insurance, Tax and other procurement functional groups and inputs. • Participates in the development of purchasing and/or contracts procedures. Maintains working relationships with project personnel and project discipline personnel to perform assigned duties. Prepares, maintains, and monitors bidder lists, ensuring input is received from all functional and operational groups. • Participates in the acquisition planning, and other related activities in balancing purchasing requirements for operations. Reviews international commercial conditions for purchasing, rental export and import requirements to ensure terms, conditions and procedures comply with applicable Bechtel Directives, Instructions and Procurement Procedures. • Forms, issues, and administers shipments. Communicates with carriers to achieve required service and meet project needs. Communicates with other functional groups to assist and/or guide them in the preparation of material requisitions. • Develops an understanding of the formation and administration of shipments and service contracts. Proficiency in all phases of logistics including knowledge of and skill in communicating effectively with carriers, rate requests, preparation of bidders’ lists, compilation of bid requests, knowledge of INCOTERMS or applicable commercial legislation, negotiation of contracted terms and conditions, and award of commitments. • Knowledge of the administration of commitments, monitoring supplier performance, and the resolution of claims and disputes. Skilled in working with and communicating effectively both orally and in writing with other functional groups, primarily Operations, Procurement, Equipment Managers, and other services. • Knowledge of the equipment market or previous experience with construction equipment. Knowledge of international commercial conditions of buying as well as international suppliers. Education and Experience Requirements: Requires a University Hire with 1-2 years of experience or 5-6 years of relevant work experience Required Knowledge and Skills: Minimum 2 years of working experience in data analytics. Strong analytical and problem-solving skills. Excellent communication skills for collaboration with teams and stakeholders. Proficiency in data analysis, reporting, and visualization tools.
