Senior Project Scheduler, Data Analytics
Location: Remote (1-3 onsite visits per year—Springfield, IL)
Duration: 1+ year
Primary Responsibilities:
- Project Schedule Management: Develop, manage, and maintain complex project schedules using Microsoft Project, including critical path analysis, resource leveling, and tracking milestones. Ensure all federal checks (standards) for project schedules are passed. Ensure alignment with Integrated Master Schedule (IMS) and validate for any common scheduling errors.
- Stakeholder & Communication Management and Issue Resolution: Build strong relationships with the stakeholders, bringing visibility and transparency into the work. Set up and lead recurring status meetings with business stakeholders, field questions, handle issues, and communicate project details to both business and technical teams from start to finish. Anticipate potential issues and act proactively to address them. Demonstrate ownership, effective verbal/written communication, presentation, and people skills.
- Resource and Task Management: load project calendars, add resources, set up predecessor and successor tasks, link tasks, and manage cross-functional interdependencies to ensure successful project completion. Manage multiple projects simultaneously, particularly capital projects related to provider demographics.
- Project Documentation and Analysis: Gather and update project materials; complete budgeting, forecasting, project documentation, business flows, and lessons learned documents. Conduct analyses, needs assessments, and cost/benefit assessments to support project objectives.
- Process Improvement: Improve processes to optimize performance and value over time, ensuring technology solutions support business strategies. Provide knowledge sharing or training to colleagues or business partners as required.
- Support Project Management: Assist in PM activities, including Issues, Risks, Action Items, and Decision (IRAD) logs. Perform effective peer reviews to project artifacts and deliver documents with high quality.
- Work Breakdown Structure (WBS) Analysis: Collaborate with business partners, project teams (including analysis, PM, testers, SMEs, architects, and admins) to understand project requirements, solutions, and DDI activities—to capture the activities, dependencies, predecessors, successors, resources, and estimates accurately.
- Compliance: Ensure adherence to program standards, requirements, policies, and guidelines from the Program Management Office (PMO).
- Resource Allocation: Coordinate with project managers or delegates to allocate resources efficiently and effectively, track progress, and manage interdependencies, milestones, and external needs.
- Reporting: Provide weekly status reporting to stakeholders, focusing on schedule progress, updates, issues/risks, change management, and areas that impact the project schedule, and propose mitigation strategies and solutions.
Functional Description:
This position is a project scheduler for the Enterprise Data Warehouse Analytics project supporting the State Medicaid program. This role requires significant expertise in building and maintaining a complex, robust, maintainable schedule (integrating from waterfall, agile, and hybrid schedules). The selected candidate will work directly with the project implementation team, multiple external implementation teams, business partners, and the customer. This role provides input and direction, serving as a key scheduling resource on a large design, development, and implementation project. The resource should be able to be flexible and adapt to the stakeholder needs, manage competing priorities, support requests in reasonable time, use effective time management, and focus on the “big rocks” (blue chips) to deliver key business outcomes to meet stakeholder needs.
Roles in this function ensure alignment and understanding of program/project scope, the organization's strategic objectives, team needs, and the voice of the customer, in consultation with the applicable stakeholders. Raise awareness of any misalignment or misunderstanding of project scope and objectives with applicable stakeholders. Ensure that all impacted areas are identified and that appropriate resources are engaged to participate in the processes. The role should be up to date with the latest industry/market trends, developments, and standards to be relevant and add value as a subject matter expert and deliver thought leadership.
This is a telecommute position* with around 25% required travel to Springfield, IL, for onsite customer meetings.
Required Qualifications:
- More than five (5) years of Microsoft Project Plan (MPP) Scheduler experience—working with multiple project schedules and teams
- More than five (5) years of IT Project Management (PM) experience
- More than three (3) years of working directly with all aspects of the System Development Life Cycle (SDLC)
- More than two (2) years maintaining project schedule for DDI projects
- Ability to travel to Springfield, IL, up to twenty-five percent (25%).
Preferred Qualifications:
- Project Management Professional (PMP) Certification or PMP-SP Certification
- Experience with other project management tools such as DevOps, JIRA, SharePoint/Teams, and SSI Tools
- Experience in Medicaid/MMIS/Data Warehouse/Reporting/Analytics projects is highly preferred
- Development experience in data, ETL, or BI Reporting/Analytics software
- More than three (3) years of data gathering/analysis and writing system requirements
- Experience facilitating Joint Application Design (JAD) session
- Healthcare Information Exchange, EDI, Healthcare Industry experience
- Proficiency with MS Office (Including Word, Excel, Outlook, and PowerPoint)
- Proficiency with MS Visio
