Job Description SummaryThe Application Analyst role in Weld County's Information Technology Department is responsible for the day-to-day application and user support throughout the organization. They will perform duties related to the implementation, management, maintenance, enhancement, support, and decommission of critical software systems. Duties include consulting with stakeholders to gather and define requirements; configure and implement new systems and/or enhance existing systems; write and execute test plans; troubleshoot and resolve complex system issues; deliver training and guidance to end users and system/service owners; develop and maintain system documentation; prepare robust reports to enhance strategic business decisions.
This position may support applications such as: Accela, Tyler Treasurer Plus, Tyler Records Management, Hyland OnBase, Application Enhancer Imaging Systems, Cartegraph Asset Management, Facilities Management Software (Door Access Control, HVAC, Environmental Control, Smart Lighting, Fuel Dispensing Systems, and etc.), Harris Realware CAMA Software, and other enterprise applications.
The selected person will work as part of a team to meet with business users to understand their needs, and have responsibilities maintaining applications (writing code, updating software, improving web interfaces, building workflows) to improve the overall platform.
Job DescriptionTechnical - 25%:- Technical responsibilities include providing technical knowledge and assistance to the business unit on applications, works with vendors to understand and ensure technical requirements of application are being met, works with Technical Operations to ensure appropriate computing environments are configured, installs business applications on servers, and works with Technical Support to test their installation of the business applications. . Keep abreast of technical changes/developments within applications supported. Works with IT Security to ensure applications are patched and maintained at the most current level and vulnerabilities are remediated.
Functional - 25%:- Functional responsibilities include consulting with business partners to identify and document application needs and project requirements, make recommendations on solution options, create RFP's, tracks and documents changes to functional and business specifications, and develops, coordinates, and implements plans to test business and functional processes during system development and user acceptance testing.
Planning - 25%:- Assists in the development of the project plans for relevant projects, monitors, researches, resolves and documents post-implementation problems and revision requests, prepares time and cost estimates for completing projects. As a senior member of the team, mentors other Application Analysts and provides guidance on their planning and management responsibilities. Through effective verbal and written communication, provide guidance and direction to business partners and colleagues for all projects and tasks to ensure smooth execution.
Support - 25%:- Provided timely ongoing functional and technical support of relevant applications and communicating appropriately with business partners and IT Management on status of projects and tasks as well as outages, issues, etc. Responsibilities include responding to tickets in a timely fashion and keeping their status up to date in the ticketing system, maintaining application uptime for the business during non-outage windows, creating and keeping appropriate documentation up to date including Application Documentation, providing validation of relevant applications when infrastructure efforts are completed (s.a., patching, etc.).
Required QualificationsRequired Education:• Bachelor's Degree Computer Science or 3 years related work experience.
Skills and Abilities:- Technical experience deploying and supporting enterprise applications required.
- Ability to quickly learn and support new applications from both a technical and functional perspective.
- Must have working knowledge of Microsoft Office products including Microsoft Project and Visio.
- Ability to effectively present information, verbally and written, and respond to questions from individuals and groups of managers and personal in order to consult and provide technical assistance.
- Ability to work with other groups within Information Technology to ensure that appropriate solutions are being delivered to our business partners.
- Ability to work under general supervision and guidance, while maintaining a positive attitude and team player mentality.
This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.
